The Countries page is where you add and configure countries and languages.

In the TaxRate text field, type a tax rate as a decimal (.12 instead of 12).
Entering a Tax Rate without checking the Add Tax checkbox will set the tax rate for the country, but won’t include the tax rate in the price until the store’s Checkout Summary.
Select one or more Country Languages.
Note: View your active languages in the Languages page.
In Corporate Office, navigate to: Administration > Languages.
Click Save when finished.
Login to Web Office Admin and navigate to: Web Office Configuration > Countries and Languages.
In the Countries and Languages page, click the SYNC COUNTRIES button.
Your newly added country will appear in the list.
