Hide references to QV/CV in interface for accounts that are not commission eligible

Right now, people who are just purchasing products see references to QV and CV on their orders (on items / in the cart interface / etc). I wish we could "toggle this off" for accounts that are not eligible to earn commissions and hence really just need to see price.
