Enabling Legacy FTP Package Update Behavior

The FTP Site shipment synchronization has been updated to call the MarkPackagesShipped Hook and update inventory Stock Levels. Because of this, some clients may have functionality that could break. To remedy this, you need the legacy FTP synchronization logic.
